Monitoring, Evaluation and Learning
MEL system design, evaluations and learning facilitation across development sectors.
About our Monitoring, Evaluation and Learning work
BAN-DRCE designs and delivers Monitoring, Evaluation and Learning (MEL) services that help organizations measure results, understand what drives change, strengthen accountability and improve program decisions. We support clients across the program cycle, from designing MEL systems and establishing baselines to monitoring performance, assessing outcomes and impacts, independently verifying results, and translating evidence into learning and adaptation. Our experience spans conducting the design and review of MEAL framework, undertaking baseline, midline and endline evaluations, impact and outcome survey and evaluations, performance assessments, third-party monitoring and validation, MEAL capacity development training and learning studies across development and humanitarian programs. We combine methodological rigor, contextual understanding, technical expertise, robust quality assurance to produce credible findings that support program improvement, accountability, organizational learning and decision-making.

Our Approach & Methodology
Identification, testing, utilization as well as amplification of state-of-the-art academic and practitioner methods and approaches of MEL is at the center of BAN-DRCE approach for excellence. We select MEL frameworks, evaluation designs and methods that are relevant and appropriate to the program context, evaluation questions, donor requirements and evidence needed. Our work draws on Results-Based Management and Theory of Change to examine results pathways, while OECD DAC evaluation criteria provide a structured basis for assessing relevance, coherence, effectiveness, efficiency, impact and sustainability. For humanitarian programs, relevant quality and accountability principles, including the Core Humanitarian Standard, can be integrated where appropriate. We combine quantitative and qualitative methods. Data collection tools are pre-tested and field-piloted, with quality assurance supported by field supervision, back-checks, data validation, technical review and documented analytical procedures.
